Cebu union leader shot dead while on duty

CEBU CITY — Labor groups condemned the killing of Bisher Miñoza, a union leader and shop steward of the Coca-Cola Logistics Central and Eastern Visayas Union – FCCU.
According to the Sentro ng mga Nagkakaisa at Progresibong Manggagawa – Food and Beverage Council (SENTRO F&B), Miñoza was gunned down on the night of October 24, 2025, while making deliveries for the company. Police have yet to identify the suspects or determine the motive behind the attack. Labor advocates have since called for a thorough investigation and accountability from both authorities and the company.
The group strongly condemned the incident, saying it highlights persistent gaps in workplace safety for Coca-Cola delivery workers.
“The safety and security of workers must always be the foremost concern of every employer. Any threats to the wellbeing of workers should be taken seriously and addressed with urgency and accountability,” SENTRO F&B said in a statement.
SENTRO F&B pointed to Coke Logistics’ continued refusal to reinstate Delivery Service Assistants (DSAs) as a key factor that increases risks on the road. DSAs assist drivers during delivery stops and help prevent accidents or exposure to violence.
“For far too long, Coke Logistics has neglected the safety conditions of its workers by refusing to reinstate Delivery Service Assistants into its operations,” the group said.
“This neglect has worsened health and safety risks, leading to accidents and exposing workers to greater danger, as this most recent tragedy painfully demonstrates.”
The Institute for Occupational Health and Safety Development (IOHSAD) also expressed condolences and solidarity with Miñoza’s family, colleagues, and the labor community.
“We demand accountability and urge Coke Logistics to fulfill its responsibility to protect its workers,” IOHSAD said. “The reinstatement of Delivery Service Assistants is not just a policy matter; it is a matter of life and safety.”
Miñoza’s death adds to reported cases of violence and intimidation targeting labor leaders in recent years. Labor groups emphasized that the incident underscores the need for stronger occupational safety protocols and proactive measures from employers. (RVO)
